The Secretary General of the United Nations, Ban Ki-moon, has recently published his fifth report since 2009 on the Responsibility to Protect. The concept of the responsibility to protect was adopted at the 2005 World Summit and relates to the primary responsibility of each State to protect its populations by preventing genocide, war crimes, ethnic cleansing and crimes against humanity (“atrocity crimes”) in accordance with their national and international obligations. This current report is drafted against a backdrop of ongoing crises, including the civil war in Syria, and illustrates the critical importance of early preventive action: “Focusing on the responsibility of States to protect their populations by preventing genocide, war crimes, ethnic cleansing and crimes against humanity, as well as their incitement, the present report assesses the causes and dynamics of such crimes and violations and reviews the array of structural and operational measures that States can take to prevent atrocity crimes.” (p.2 of the report) To read the full report entitled ‘Responsibility to Protect: state responsibility and prevention’, please click on the following link: un.org/en/ga/search/view_doc.asp?symbol=S/2013/399
