The people are used to hearing planes and then taking cover, but with parachutes the planes can fly at higher altitudes and arent as audible. Further, the bombs are on time delay fuses so they dont explode until the people emerge from bunkers just in case they had heard the planes. First, there is a Sudanese Air Force?
