The Tax Liaison Committee is a private forum for discussion between professional bodies and the Income Tax Division. The Tax Advisory Group is a less formal private group of senior tax professionals, which is occasionally asked to act as a sounding board for possible changes in tax policy. In no sense are they similar bodies to the 50s/60s Income Tax Commission whose reports were widely circulated and thus enabled the whole of society to engage in the profound tax and consequent economic and social changes which were initially envisaged and then realised for the success of this nation of ours. The Minister believes that tax policy consultation and the 2013 Tynwald tax policy debate is sufficient. After Mr Karrans comments I asked the Minister: In the light of the perceptions expressed by the Hon. Member for Onchan, has the Minister considered – and if not, will he consider – establishing a commission, like that in the 1950s and 1960s, to review Government revenue-raising in an open way; a commission charged to present and assess facts about current policies in their domestic and international context and to develop options for the public and their representatives in this parliament to consider? Minister replied he would not as tax policy was fully debated in Tynwald earlier this year and I can see no merit whatsoever in re-opening it. What we have to do is to bring certainty for business and industry on the Island. We cannot continue to debate something and bring uncertainty. We must create an atmosphere where business can feel confident.
