The Time Frame in Birthing the Bangsamoro (Best Scenario) Discussed during the BSC 3rd Session 1. March 2014: The GPH and th MILF would ink the Comprehensive Agreement on the Bangsamoro or CAB; 2. March 31 - April 2014: BTC submits to the Office of the President the Draft Basic Law; 3. April 2014: The Office of the President studies the draft Basic Law; 4. June or July 2014: The President submits the Draft Basic Law to Congress as a PRIORITY BILL; 5. Last Quarter of 2014 or Before Year-end: Congress Enacts the Law and President signs it; 6. 1st Quarter 2015: Plebiscite on the Basic Law; 7. The re-configuration of the Autonomous Region based on the results of the Plebiscite, that is, ONLY Provinces, Cities and Geographical Areas that Ratify the Basic Law will constitute the New Autonomous Political Entity aka Bangsamoro; and 8. The appointment of the members of the Bangsamoro Transitional Authority or BTA that will exercise the powers of the Bangsamoro Government during the TRANSITION. 9. As soon as the BTA has been constituted, the ARMM would cease to exist. NOTES: There are still several hitches along the path... One is a possible delay in the signing of the CAB; 2nd, Congress enacts a Basic Law that in inadequate expression of the CAB; 3rd, the adverse results of the Plebiscite; and 4th, a petition at the SC on the Constitutionality of the Basic Law...
