В ході процедурного голосування за таке рішення висловилися 78 сенаторів, проти - 17. Раніше документ був схвалений профільним сенатським комітетом у закордонних справах. Документ наділяє адміністрацію США правом приймати економічні заходи щодо російських та українських чиновників, які, на думку Вашингтона, причетні до корупції та порушення прав людини на Україні. Це передбачає введення заборони на вїзд зазначених у санкционных списках осіб на територію США, а також заморожування їх активів, які можуть виявитися під американською юрисдикцією. Поряд з цим законопроект передбачає надання Києву кредитних гарантій на 1 мільярд доларів. Також передбачається виділити Україні 50 мільйонів доларів на розвиток громадянського суспільства, та ще 150 мільйонів доларів - на розширення співпраці Вашингтона з країнами Східної Європи в галузі безпеки.
