This is yet another example of the bizarre sort of thinking that passed for intelligent planning in the Third Reich. The top leaders in the Nazi Party were mostly nuts, yet they were running the damn country. Insane flights of fancy, such as breeding giant rabbits, were given respectful hearings and even implemented. As crazy as the bunny scheme was, it was nowhere near the looniest project in Nazi Germany. Hitler was convinced that dogs had the intelligence necessary to master language, and all they needed was the proper guidance. To that end, the Nazis set up a Tier-Sprechschule (Animal Talking School) near Hanover and recruited dogs from across Germany, and occupied Europe. You might say that Hitler was "barking mad"...
