The bubbling debate will begin to boil Tuesday, when the final scheduled City Council meeting of the fiscal year will see votes that could shape the kind of Memphis that exists for years to come. Mayor A C Wharton has proposed a package of significant changes, ranging from an overhaul of retirement plans for newer city employees to a sizable cut in how the city assists in paying for health care for retirees and current employees.
