The city of Richmond CA identified several dozen black men in the city "most likely either to kill or be killed within six months," DeVone Boggan, the neighborhood safety director, told the WSJ. It then assigned each participant a "caregiver," helped connect them with jobs, gave them small stipends and opportunities to travel outside the city. From 2009 through 2012, the number of firearm-related homicides fell 45 percent and firearm-related assaults dropped 44 percent, according to Boggan. The greatest reduction was among the group given an opportunity to travel, who chose not to return to the city.
