The demise of this system has often been attributed in part to a Northern California State Senator named Randolph Collier, nicknamed The Freeway King, because he was able to keep all the tax money from gasoline in a special fund that could only be used to build highways, nothing to maintain alternative transportation. He might have got a little political support from Big Oil, Big Rubber etc. Ya think? As governor (first time around) Jerry Brown succeeded in freeing up the money in that fund, but he put it into the general revenue pot for other uses to balance the state budget.
