The difference among Retardation or Mentally Illness. RETARDATION were born that way and cannot be treated but, with Love and Kindness were the best treatment for them to survive in the society. MENTALLY ILLNESS can be caused by a lot/many things such as physical sickness with chemical imbalance or abuse relationship or any abusive environment which in turn becomes abusive themselves to everyone around them. They are like a walking time bomb that can blow-up anytime without treatment. They need support and compassion to get through it but, you also have to be totally bold otherwise .....
