The diversion of food grain takes place with the connivance of officials of food and civil supplies department, the enforcement department, police and traders. The investigation has revealed that the route of the trucks is monitored by officials of the Delhi government and enforcement department from the time they leave FCI godowns and reach their destination. It appears that many transporters were also involved, by deploying their trucks and workers to carry the grains. The money gets distributed among all parties, including the FCI officials, PDS shop owners, officials of food and civil supply, and police officials who allow these trucks to move on city roads. The grains which are meant to be made available at the rate of Rs 2 per kg under the food security Act are actually sold at much higher rates. Wheat priced at Rs 2 to 7 per kg is being sold in the black market to private flour mills at Rs 14 to 16 per kg. If the food grains meant for the poor and marginalised in Delhi never reach them, its because the trucks loaded with these grains leave godowns and reach markets and flour mills instead of public distribution shops. A sting operation conducted by Aaj Tak revealed how food grains meant for distribution to below poverty line (BPL) families in the national capital are being sold in the black market. It has also exposed the well-oiled nexus among the Food Corporation of India (FCI) officials, ration shop owners, police officials and owners of flour mills where truckloads of food grains stop in the city. The main FCI godown meant for storing these grains is located in the Mayapuri area. However, due to the deep-rooted nexus, the godown has turned into a hub of a food grain scam. The Aaj Tak investigation has revealed that a number of trucks full of grains leave the godown everyday but none reach PDS shops. Instead, the trucks get diverted to certain flour mills located at Lawrence Road in the city. The Aaj Tak team tracked the movement of a number of these trucks, revealing that they were headed to flour mills. These grains are sold to various companies selling flour in the open market. The sting operation has shown officials confessing that before entering the mills, grain is removed from sacks.
