It is operated by a woman standing by the side of the machine. And the machine doesnt let you swipe cards, though it looks like an ATM - so if your bill is Rs 967, youd better have the exact amount ready >:( One can also try paying the bill online. However, to ensure it gets updated, one has to call up a guy in their office >:( >:(
