The entire legislative body of the Philippines can be charge of failure to perform their duty to protect public interests. In fact, many of them should resign in the interest of justice for shamelessly remaining in silence, as if they were just as guilty as those who actually plundered public funds. The ARCHITECT OF PLUNDER is not Janet Napoles ( a private citizen ) but the HOUSE OF CONGRESS. I just do not understand the fascination of the media and the DOJ to go after her when there are enough evidence against Congress based on the report of the whistle blowers who incidentally are being unfairly left unprotected. It appears they are using Janet Napoles as the escape goat. Based on the Penal code that covers private citizen, she can be charge separately from the charges of plunder by government public officials entrusted by the people and voters. But as always, politicians are the masters of Shakespearean sarsuelo. And the media seems nervous to go after Congress, ergo, Janet gets the star treatment - Klimmy
