The evils of PDAF and DAP PDAF, originally known as CDF (Countrywide Development Fund), for all intents and purposes were crafted in GOOD FAITH. Until such time that our lawmakers found a way to abuse it, exploiting loopholes that in the end of the day, PDAF became a milking cow for most of our lawmakers. The power of the purse afterall belongs to them, but then came the Executive branch, armed with executive orders and by virtue of checks and balances enshrined in the Constitution, the President is now using it like a carrot and stick to control the Congress for political purposes. The Congress effectively surrendered the purse to the President. Then came the DAP, allegedly masterminded by Sec. Abad (the alleged mentor of Napoles)... They allege that it was crafted with Good Faith and the good of our country in mind. They claim that savings are being used to accelerate growth and that it translated in a huge boost in our economy by giving funds to priority projects all in the discretion of the President. But are they really in good faith? Did they used it to advance the good of our people? IMO, a big NO... they are not in Good faith because 1st of all, How in this crazy world we still have BILLIONS in savings while almost if not all agencies in the Government are crying that they LACK funding. As a matter of fact, the matter how BS Aquino spent some of the DAP funds are already highly questionable, how come some of it were allegedly used as a bribe to the Senators who voted to convict former CJ Corona (take note that Corona have no plunder and graft case). In a deeper analysis, DAP was also being used to advance the political needs of the administration. If we have billions of DAP in the disposal and discretion of the PRESIDENT, why did he failed to used it to immediately fund the rehabilation of YOLANDA stricken areas. And i want to raised a simple question... Can you show us a SINGLE PROJECT that the DAP funded? If you are really in GOOD FAITH Mr. President, then show us where DAP projects are. :))
