The following is the fund that generates three million for NEA grants. NEA has a formula that is suppose to raise/reduce dues connected to increase/decrease in membership. Last year the NEA membership voted to not take reduction in membership dues associated with reduction in membership but use the three dollars to generate $3 million grant program. The NEA Executive Board includes implementation of Common Core ideas for authorizing grants. It takes an amendment to NEA Bylaw 2-7(p) to stop NEA membership dues from financing Common Core. Bylaw 2-7 (p) [adopted 2013 NEA RA] Beginning with the 2013-2014 membership year, the annual membership dues of Active members of the Association, as computed pursuant to Bylaw 2-7.a, shall be increased by three dollars ($3.00). These dues increases shall be allocated to a Special Fund to help NEA affiliates advance the goal of great public schools for all students. The Executive Committee shall develop guidelines to implement this Bylaw. These guidelines shall be submitted to the Board of Directors, and shall become effective when approved by the Board of Directors.
