The law most of the time punishes criminals, especially petty one, with fine of money. Traffic offenders, petty moderate criminals all slapped with fines and spared from jail sentence. Whilst I concede that jail sentence carry almost equal and fair effect to convicts from most background, fine doesnt. You see allegations and rumours (might or might not be true) purporting VVIP breaking traffic rules and slapped with multiple compounds. It doesnt budge them because what is RM300 compound summon to a millionaire? It goes to show that The rich can afford to break the law, while the poor couldnt. Thats why Developed country has stern and strict implementation of punishment of incapacitation on criminals, however petty : singapore made litters clean the street, US Australia etc would de-merit speeding drivers and subsequently revoke their driving license etc. We should do that. We should tell the rich that they should be subject to te same EFFECT of law, and law should not be made easy to them for whatever reason. Hence my suggestions are : For fines, always go for proportion of income. Ie, if one speeds, he is to be fined 20% of his monthly income. Painful for everyone across all income bracket! Those who earn RM1,200 per month pays RM 240 for reading the law, and those who earn RM 25,000 pays RM 5,000 for the same offence. And for repeated offender, jail them already or revoke their qualification.
