The lawsuit asserted that the New York Police Department had violated the Constitution by spying on New Jersey Muslims because of their religion. The complaint cited a covert program in which the demographics unit sent plainclothes detectives to collect information from Muslim neighborhoods in New York and beyond. The detectives visited mosques, eavesdropped on conversations and compiled detailed files on where people ate, prayed and shopped. A police chief testified in a deposition unsealed in 2012 that the unit had not generated a lead or an investigation in at least six years.
