The message is pretty clear. Putting the insecurity factor (that is the potential terrorist groups affiliations aside) of arming the rebels aside there is a reason why you don’t negotiate with armed groups that commit to violent acts; by giving into what armed groups ask for, you justify their means to achieve the goals. The armed wing and political entity of the opposition has asked for arms as an incentive to attend the negotiations. If you give into this request you are essentially saying that violent acts are legitimate and effective means to approach the ends.
