The new LEC design has a round cell block...for a great reason: The history and shortcomings of the jail are well-known by Kingman County Sheriff Randy Hill, who oversees its day-to-day operations. Many of the jail’s problems come from its linear design. All the cells are on a single hallway, which means the only way to monitor them is to stand directly outside the door and view inmates through a small window. “It’s efficient on paper but not for running a facility,” Hill said of the design. A new proposed LEC and jail will feature a modern, circular design, with cells organized in pods around a central control station. The fronts of the cells will be clear, which means staff can see and monitor activity in all cells at all times. That will make for better control, especially of inmates that want to cause trouble. “All the roundness does is give us added security and control,” Hill said. “These are still walls that are concrete, a concrete ceiling, steel beds and steel toilets.”
