The obvious answer is whales are marine mammals and hence did not evolve hands the way we humans did. Their intelligence must be directed in ways that don’t require object manipulation. Stephen Hawking could not manipulate an object to save his soul. Yet we consider him intelligent. We know that every male humpback whale each year composes and performs a complex, thirty minute song, a theme and variation on the species and pod song of the previous year. How many humans do you know who could do that or who would even care to do that? speculation:Different sorts of intelligences value different sorts of activities.
