The one thing I am happy about the County Government Youth Executives Conference that ended yesterday in Maanzoni is the heat that came from the thunderous exchanges between County Youth Directors under DYA and County Executives in Charge of Youth (Counties), and its for two reasons; 1) The Youth function is cross cutting at all levels and aspects of government; that means the coordination of the function must be integrated Counties cannot act alone and neither can the national government). The quarreling proved that we had for long been right about either having a ministry or a PS strictly for Youth. 2) County Governments have been paying lip service to youth engagement and empowerment with most Youth Departments not having any specific budget or activities for youth. The DYA on the other side has never recovered and settled to work. The upshot of the above is that, we have some little work to finish so as to fully embed youths and make the function conventional and not exceptional in all spheres of National Development. Coming days will determine the way forward, we must get home and settle, some day soon.
