The owner of the land collaborates with the builder who is a fellow with a mobile phone and a third hand car. The builder invests in Rs 10 lakh to Rs 30 lakh bribe to the municipal clerk who passes on the money to his superiors after pocketing his cut. The builder pays Rs 20 lakh to the local police inspector who repeats the performance of the municipal clerk. The plans get passed by the municipal office in whatever condition they are in. The construction starts at great speed as the more the delay, the more money goes to the police. Once the foundation is laid out, the middle class people who have saved money for the last 35 years by denying themselves that evening out or that nicer dress / shirt, those toys for the kids, those movie at the theatre stand around the building site with hungry looks. The builder takes pity on them and offers to sell them match box sized apartments for a king’s ransom. They jump at the chance as they feel the price will quadruple 24 hours later. The water authority is paid another Rs 20 lakh. Another municipal clerk claims Rs 10 lakh to look the other way for the pollution that the building is causing. The resident welfare association is promised a free holiday, whiskey and discounted apartments for looking the other way. The lower rungs of the judiciary receive money and gifts from the municipal clerk’s bosses to deliberately stagger petitions about this issue. The buyer moves in. Who wins? Supposedly everybody. Who loses? Really everybody. The buyer out of his stupidity has pushed up the price of his own asset at the time of buying. How do you break this flawless institutionalized chain? By disrupting it with another created (new) institution right in the middle of the chain.
