The paradox of SDP! Finance Minister, Namgay Dorji claims that the government of India has finally approved funds for the SDP, amounting to Rs.1.8 billion. This is such a welcome news for the people of Bhutan, because 11th planned activities have not taken off and even some on-going activities have come to a grinding halt, all for want of money. While, I would not like to dash the hopes of people by putting forth speculation as to whether we might get the committed fund, especially if there is a change in the government in India, after May 16, what I certainly feel necessary to point out is the modification in the modus operandi of SDP. In the past, SDP was designed, prioritized and implemented by our government. The role of the Indian government was limited to providing funds for the projects identified under the SDP. However, what I heard this year though is that Indian Embassy has taken over the role of identifying and prioritizing activities under SDP, which necessarily means that PDP government has no control over both the time frame and places of activities to be implemented under SDP. Therefore, the rumour that TT was furious over Indian Embassys decision to approve farm roads construction in Pema Gatshel, under the first SDP makes perfect sense. The final question that begs for an answer is, where is our sovereignty heading?
