Like the rest of the country, load shedding and power breakdown is playing havoc with the lives of PK18 and Sultan Muhammad Khan is making all out efforts to give relief to his people. The other important problems of this region contain law and order situation, Sui gas supply, unemployment, improvement in health and education sector. Although Pk18 includes WaliBagh and great funds had flowed to it during the former government but these were not properly utilized and the area remains backward. After identifying the various problems we invite the elected MPA or MNA of that particular constituency to our studio and bring him face to face with the public. We, at CRSS also want to make our contribution in solving some of the problems of our people in this way. Today, we have invited Mr. Sultan Muhammad Khan who is an elected MPA from PK18 Charsadda and belongs to Qwami Watan party of Aftab Ahmad Khan Sherpao. We welcome you and thank you for being with us. Sultan Muhammad Khan: I am really thankful to CRSS for giving me this opportunity to talk to my own people. You are making a good effort for the uplift of the society. Abdul Hakeem: PK18 includes Utmanzai, Rajjar and Walibagh as the main areas. The people in these places can call us on 091111000101. Mr. Sultan Muhammad Khan, it is the first time for QWP to be in the government. It has always been in opposition earlier on. But now as you are a part of the coalition government, how best you can serve your people now? Sultan Muhammad Khan: It is true that for the first time we are a part of the government. When the election results were declared, our party leadership was contacted by all the major political parties. We are a democratic party and our leadership called a meeting of all the MPs. In that meeting it was unanimously decided not to accept any offer of power sharing only for flags and privileges. We prepared a charter of demands and signed it. This charter of demand was presented to PTI and when it was found that there is similarity of purpose we decided to join the coalition government. We don’t want to be enjoying the facilities; we want to solve the problems of our people for which they have elected us. We want that in five year we may contribute our share in such a manner that we do not feel guilty then for betraying our people. Abdul Hakeem: Dear listeners, our friend have visited PK18 and have talked with the local people about their problems. We will now listen to it and then will come back to the studio to find their answers by our worthy guest. Recorded Interviews By Shams Mohmand. Shams Mohmand: I am present in PK18 in Charsadda. Sultan Muhammad Khan is the elected MPA from this constituency. His party is now in a coalition government with PTI and Jumate Islami. We have talked to various local people including journalists. Let us start our interview. Please tell us your name first and then brief us why have you voted for QWP while the whole province was opting for PTI. What are you hopes and aspiration now from your new government? Respondent: My name is Shah Raza Bacha. I would like to tell you that PK18 is an important constituency based on the fact that WaliBagh is also within this constituency which is an abode and stronghold of Asfandyar Wali. Barrister Haroon Bacha was our MPA earlier on and now Sultan Muhammad Khan is also a young energetic person who is also a barrister by profession. Our main problems include Power shortage, illegal break down in power. We need schools and colleges all across Charsadda. We need to upgrade and provide with doctors and equipments all our BHU’s and hospitals. We also need better law and order situation. We need employment for our youth. So these are all the challenges faced by our new MPA. Shams Mohmand: thank you very much. Here is another elderly man whom we will talk instantly Please introduce yourself and tell us what yor expectations from your MPA are? Interviewee: My name is Afsar Nawab and I am a journalist by profession. The prime issue currently is load shedding of course. People have cast their votes around this issue. People have rejected those who could not solve this problem. Second issue in Charsadda is the health sector. I am also a member of the vigilant committee by the chief justice and we are about to submit a report about the health scenario. I am sorry to say that the health sector is in worst condition here. Shams Mohmand: But Asfandyar Wali was your MNA for five years and he has spent almost 18 billion rupees in the health sector here. Where has all that money gone? Afsar: I can fairly say that the money was not properly utilized and was embezzled by the officials. Shams Mohmand: what is your demand now? Afsar: our demand is the uplift in health sector all across Charsadda. We want all facilities available to our people here. Shams Mohmand: dear listeners, we have another young man with us. Please introduce yourself and tell us what are your expectations from the new government? .Interviewee: My name is Rifaqat Ullah and I am connected with a private TV channel. Sultan Muhammad Khan has to face the problem of terrorism, ransom, highhandedness and lawlessness. If you have a thorough look at the situation here, it seems worst than Karachi. Shams Mohmand: Great funds flowed here in the field of education. Do you think still it has not met your requirements? Rifaqat: All these funds were not properly utilized. It is far behind Mardan in the field of education. Many people have reported that our new MPA has not even visited the areas where people are suffering from load shedding. He is living in Galyat himself and has left the people to their fate. Abdul Hakeem: You heard the views of your own people. Many problems were discussed but the foremost were load shedding and illegal power break down. Sultan Muhammad Khan: I am happy to hear my people talking about their problems so well. WAPDA stands out as the major concern. Everybody across the country is just talking about load shedding. But let me make it clear that WAPDA is a federal subject and does not come under our jurisdiction. But it does not mean that we should not make any effort to solve this problem. Our government has strongly demanded that WAPDA should be handed over to us and we are able to solve this problem. If our demand is not met then we will record a strong protest. Our need is just 2400 mega watt while we are producing almost 5500 mega watt electricity. Now one of the local people referred to unscheduled power breakdown as well. It is to say that I am monitoring this matter personally. A few days back I captured the officials on spot and continued our protest until we made them promise never to do it again. As far as Rifaqat and his question is concerned, I would like to tell him that I am very much here and am not in Galyat. Even today at 4 am this morning there was a power break down and I have paid a visit to Xian to resolve the issue. Electricity is playing such havoc that six to ten transformers become faulty on daily basis. I am on the move to get them all repaired on the same day and has to pay through my own pocket. I cannot let my people suffer who have bestowed their trust in me. We are scheduled to have a meeting with the AC WAPDA and chief executive to help my people. We have decided that if the situation did not ameliorate within a couple of days, we will join the protest with our people. I am very much with my people. Caller: This is Tamash gul from Charsadda. I just want to say that we have too many problems and these cannot be solved within days. I live in a place which has no metallic road but I do not want to mention it right now. It will certainly take time but our MPA is doing well. His programme is very good and we are hopeful that he will succeed with each passing day. Abdul Hakeem: any major problem that you want to mention? Tamash Gul: yes, the road to my home needs to be repaired and widened. Sultan Muhammad Khan: his village is in my neighbourhood and I am well aware of all the problems of my people. I am very much a part of them and I assure them that I will never leave them alone. Caller: My name is Haleem and I am calling from Charsadda. I want to mention that although we have frequent problem of power failure but beside that the worst problem is low voltage of electric supply. Please do something for it. Abdul Hakeem: Yes indeed, low voltage is a big problem in the whole province. It is causing great damage to electric appliances like AC, refrigerator and fans. Sultan Muhammad Khan: it seems as if WAPDA itself is involved in it. So many appliances are damaged on daily basis. I have come to know that there is a very high power transformer is present in Charsadda grid station but currently it is not in use. It it start working the problem of low voltage will be solved. I will meet AC WAPDA presently and will ask him to start it for us. Caller: This is Akhlaq from Orakzai agency. Your show is very good and I request you to invite our MPs as well. Caller: I am Saeed Khan from Hayatabad. My question is that our senior minister Siraj ul Haq has said that we have the potential to generate 25000 mega watts electricity. I want to know whether it is true and if true why are we not producing it? Abdul Hakeem: I is true that dams can be constructed here. Do you have any plans and funds for such projects? Sultan Muhammad Khan: the department of power and energy is with Sikandar Sherpao and we are well aware of our potential. But according to our constitution, all such energy has to be flowed into national grid and then you have to demand for your share. We cannot distribute it by ourselves. Siraj ul Haq is right about his statement. At present our demand is 2400 mega watt while we produce 5500 mega watts of cheap hydel power electricity. We demand that the formula adopted for wheat of the Punjab should be applied in this sector as well. Abdul Hakeem: what is your assertion about the other problems mentioned by those local people? Sultan Muhammad Khan: while presenting our manifesto before the elections, I had promised two degree colleges for my area. Now I am happy to announce that with grace of Allah and support of my leaders, one boy’s degree college has been approved in the ADP this year. Construction work will start on it within a few months. You know that we have approved 103 billion rupees for education in the annual budget. 66 billion are sanctioned for elementary and secondary education only. Now we have the infrastructure but needs to be brought into utilization. This money is enough to provide all the schools with staff and essential equipment. It is my firm resolves to provide each school in my constituency with all the facilities within these five years. Caller: this Waheed calling from Marchake in Charsadda. I just want to thank Sultan Muhammad Khan for repairing our transformer at the earliest. Another thing which I want to confirm is that it has been said that the high power transformer in Charsadda is going to be shifted to Hazara at the behest of the Deputy Speaker of the national assembly. We also like to thank our MPA for terminating the centers of gambling and fighting birds. Now our youth is secure and we will pry for his future success. Abdul Hakeem: dear caller, you are also a part of us and we all have the responsibility to stop any such illegal and harmful practice. Sultan Muhammad Khan: well, I am here to face criticism but it is always good to hear somebody praising you. I am thankful to him. You mentioned the transformer. I assure you that nobody can take it from us if we need it. He mentioned the criminals in our area. It is true that they had the backing of some powerful people in the past and gambling centers were being run openly but all these centers are now being terminated have clearly told the police that there will be no political interference unless they do their duty. Abdul Hakeem: have you taken any precautionary measure against flood and will you pay third installment of Watan card? Sultan Muhammad Khan: Rehabilitation of those affected by that devastating flood is our main focus now. We will provide those grants with any name. And we have taken measure and are ready this time. Abdul Hakeem: the former government has started several projects in Charsadda. Will you try to continue them or stop them? Sultan Muhammad Khan: As you know that 75% of our budget is sanctioned to be used for those projects which are already underway. We do not want to stop any project which is for the welfare of the people. As we are running out of time now, I have noted a few points for my region that o want to discuss. The foremost is the problem of load shedding and WAPDA about which we have talked in detail. Another important point is law and order and police behaviour. I have also told you my plan about it. Then the problems pertaining to the main hospital in Charsadda. I have been promised to make it a teaching hospital within five years with full staff and equipment. Unemployment is also a great problem. I promise that now no job will be sold and everyone will be selected according to merit. Sui gas will also be provided to every village. Irrigation and canals will be improved in my area. An industrial state was promised to Charsadda and it does exist only in papers. I will make effort to get it approved afresh for Charsadda. As far as district administration is concerned, we have decided not to interfere and police will be given power and opportunity to deal will the culprits freely. I really want to thank my people for giving me this opportunity to represent them in the Assembly. I made a firm commitment that I will stand by you till my last breadth and will never let you down.
