The problem is, Nixon announced a State of Emergency before one existed and in a situation that may in fact never qualify as an emergency. Nixon badly needed to explain to the public that the State of Emergency is a procedural matter enabling activation of National Guardsmen, whom he previously said would be called up for the grand jury decision. He failed to provide this explanation and ended up looking like a clumsy aggressor – to protestors who already have had assault rifles pointed at them while their hands were in the air.
