The regularisation process of over 1,300 master and primary teachers appointed under UT’s Sarva Shikshya Abhiyan (SSA) society has received a major jolt as the union ministry of human resource development (MHRD) has asked the UT administration to continue with the present practice of engaging these teachers on contract basis under the SSA so The ministry wrote this in a letter pertaining to the sanction of new posts which was sent to the UT education department on Friday. It has come as a setback for UT SSA teachers, who were trying for regularisation for the past over three years. Lately, these teachers were very close of getting regular under the education department, since the department’s proposal of creation of new posts — sent to MHRD last year— also included the posts of 1,375 SSA teachers for MHRD’s sanction, which was to pave the way for their regularisation. In the letter dated March 27, the ministry, however, did not give a green signal to regularise SSA teachers, stating, “The education department may continue the present practice of engaging 647 master and 728 primary cadre teachers on a contract basis under the SSA society.” Although, the ministry has sanctioned 1,130 new regular posts to the education department, including 683 master cadre, 342 primary teaching cadre, and 83 nursery teaching cadre, besides 22 clerical posts. The department plans to fill up these new posts after the Lok Sabha elections. SSA teachers Welfare Association (SSATWA) president Arvind Rana said, “The association does not agree with this outcome.” Rana claimed that the central government had sanctioned SSA teachers’ posts to states and UTs for regular appointment. While states such as Haryana, Himachal Pradesh, and Rajasthan etc, had appointed teachers working under SSA project on a regular basis, the Chandigarh administration created anomaly by appointing teachers on a contract basis under its SSA society. “However, as per norms, SSA society is an implementation agency created to efficiently use funds received from the Centre under SSA project, which is about upgrading quality education from Classes 1 to 8. It has no power to appoint teachers,” he added. When contacted, DPI, schools, Kamlesh Kumar, said, the department was reviewing the letter sent by the ministry and would take appropriate action on the issue.
