The teevee seems to think that "PRISM" (Well, the cluster of programs encompassing PRISM, Mainway and Marina) hinges on section 215 of the P.A.T.R.I.O.T. Act, a.k.a. the "any tangible things" provision. If they were confiscating servers from ISPs, that might be accurate. Actually, it revolves around section 214, the pen register and trap-and-trace provision. Since basically what the NSA is doing is monitoring bulk traffic from the ISP, which is strictly intangible.
