The truth is, the potential for abuse and cheating could be so much worse! Not only in the conduct of the lotto draws but likewise with the social fund generated out of these lotto games. If you have been watching the lotto draws on television, you can see pre-draw procedures wherein the lotto balls are weighed one by one in the presence and performed by supposedly "neutral" invited guests and observed by the government auditing agency . This is to guarantee and assure the playing or betting public that the following draw will be "clean, fair and honest." There is one ball comparison that I have not seen being done. This database contains all the valid records of six number combinations that are being played for a particular draw. Thus, based on the statistical results that can be generated, it can be determined from there what sets of lotto balls may be pooled and later drawn to avoid having a high percentage of winners including the Jackpot for that particular draw. A validated blank or virtual lotto ticket may be created in the database or collection of six number combinations that is being played and created by the lotto validating machines for a particular draw. After the winning numbers were drawn, a simple script or macro can be launched to encode the winning numbers and that blank or virtual lotto ticket will then appear as a winning ticket in the records contained in the database. The Jackpot amount can therefore be released or awarded accordingly just like any draws with a winner or winners of the Jackpot. With adequate authorization, this scenario is not impossible. Of course, My Friends. The lotto betting or validating system is foolproof! Oh, well. I heard that one before. Tell that to the Abu Sayyads! IMPOSSIBLE? ABSURDITY? Think. Think harder! I do not categorically declare that these possibilities are happening at this time. It is simply stating that the potentials are all in there. THIRD potential and one that could be happening now is the abuse of the social funds generated out of these lotto games. Although there are guidelines on how to appropriate the social fund generated out of these lotto games, this one appears to be discretionary. Probably you heard about the two hundred million pesos, that was reported to have been used to finance the political campaigns of the Senatorial candidates of the administration. What do you think - IMPOSSIBLE? ABSURDITY? The social fund is intended for the welfare of our less privileged countrymen. If that is being used or diverted to finance purposes other than those stated in the PCSO Charter, then that act constitutes cheating and deprivation of the Filipino people that rightfully belong to them. Based on the PCSO Charter of long ago, this social fund constitute forty-five percent of the sum total of the Filipino hopes, dreams and aspirations. It must therefore be dispensed with frugality and diligence. The perpetrators should be brought forth to the Halls of Justice and injected lethally with "Anthrax" or AIDS virus! At least they have options and choices. Meanwhile, the Filipino people do not have so much luxury of making a choice or option.
