There are huge numbers of cannabinoid receptors in the brain, perhaps 10 to 20 times the number of opioid receptors and perhaps more than any other type of receptor. Anandamide, as a partial agonist, activates perhaps only 50% of available receptors; THC activates only about 20 percent. In fact, THC is probably effective not because of any inherent efficacy but because of the tremendous number of receptors for it in the brain - ( Julien, Advokat, Comaty , A Primer of Drug Action, 2001 )
