The Philippine government has repeatedly said that it will not resort to violence nor escalate tensions in its long-standing territorial dispute with China. The country has pursued international arbitration and has submitted its memorial backing its claims over the South China Sea. China, on the other hand, had said that it will not join the arbitration and will instead seek bilateral negotiations. The two countries and other Southeast Asian nations have overlapping claims over the South China Sea.
