There are tens of thousands of ET craft TRANSITING through Earth space at any given moment. When you see a craft in response to your CE-5 efforts, it is simply an acknowledgement that they heard your request, and accepted to literally slow down, for a few moments, while they pass by on their way to wherever they are going, to show themselves as a kind gesture. It is similar to standing at the side of a superhighway, and you wave at the cars; occasionally, a car will slow down to wave back. It is true, that some individuals may be in more direct contact, or otherwise have more elaborate relationships going on, but most CE-5s are likely to be of this nature at this time.
