There are three factors contributing to behavioural intention: Your attitude towards the behaviour, the subjective norm of the behaviour (perceived social pressure), and the perceived behavioural control (how easy or difficult performing the behaviour would be). When these three factors are consistent, it is likely that the intended behaviour will indeed happen. Now, apparently, based upon this model, research has proven we can predict intentions with 40-50%, and predict actual acted out behaviours 19-38%. My question is, how is it that we can predict intentions any lower than 50% of the time when there are only two possible choices of intention (to intend on doing something or to not intend on doing something)?
