There are two big issues facing us now as we wind down the Fiscal Session. The first is a decision on how and if $116 million in surplus funds should be spent. The Joint Budget Committee could start hearing proposals as soon as tomorrow. The General Assembly could decide to spend most of the money this year or save it until the next Regular Session. The second big issue we will be addressing is this years amendment to the Revenue Stabilization Act. This is what will ultimately balance the states $5 billion budget. By law, once the Joint Budget Committee passes the amendment a copy must be presented to members at least 3 calendar days before they are asked to vote on the bill. This means we will likely continue this fiscal session into next week.
