There is a call for local government reform in some quarters and I wonder if the general public understand why this stance is being adapted by Councils. 1. The Municiple Corporations Act is flawed. In some cases the council is used to ruber stamp decisions made by the Engineer. The position of Engineer is a very powerful position and not withstanding proper checks and balances the Municiple Corporations Act empowers him onto him self without the input of council. What this means is if you have someone who is of questionable chatacter, he or she can stall the progress of a council and uphold a bias agenda. And 2. Local Government is not in the constitution, we await our subventions via the Ministry of Finance after the National Budget. The Administration is required to present a draft estimate based on what they deem necessary and the biggest expense is wages and salaries which takes a major chunk of the subvention. In other words without tax raising mechanisms such as the property tax and other methods of raising additional funding the deliverables of your local roads, local bridges, parks and play fields and all that falls under the responsibility of YOUR City, Borough and Regional Corporations is stymied. It is time for Local Government Reform.
