There is much talk of opting out of testing such as PARCC. A recent article implied that there is no consequence to the school if children dont participate. According to what Im reading in the Rhode Island School and District Accountability System, ESEA Flexibility Under NCLB-Technical Bulletin May 2014, on page 16 it states that the first year a school has less than 95% participation, the school is in Warning. 2 yrs = Focus, and the 3rd yr= Priority, subject to action taken against a such identifited school, regardless of the performance of the participating students. This hurdle must be attacked at the state level!! In the mean time, we can focus on locally implemented assessments...
