There is one thing about Ulama that you should know, they have their own specialties. You should put their weight of opinions accordingly. A faqih is faqih, a muhaddith is a muhaddith and mufassir is a mufassir. An opinion of a mufassir on fiqh matters is lower than that of a faqih. This is just like engineering fields, there is a civil engineering and mechanical engineering. Sometimes both experts provide an opinion on certain issue, nevertheless the weight of the opinion should go to those who are more expert on the subject. Wallahualam. It amazes me that some local Ustaz has just as much authority as Syakh Yusof Al-Qaradawi hafizahullah on matters of jurisprudence.
