There was no Dick Act of 1902, the Dick Act was passed into law in 1903 (as the Militia Act of 1903, Jan. 21, 1903, United States Code, Title 32, ch. 196, 32 Stat. 775) and had nothing to do with the ownership of guns. It did establish the National Guard and differentiate between the organized (the NG) and unorganized militia. Under the Constitution, there is NO part of American law that cannot be repealed, that is clear from the Constitution itself containing the amendment process which can change the wording of the Constitution itself. However, the Constitution, specifically the 2nd Amendment itself bans all forms of gun control. Any such travesty being enforced as law is in direct violation of the 2nd Amendment.,
