The Assembly has a proposed for itself a budget of 913,787,902.85 as well as a further 240,000,000 as a Ward Development Fund allocation after the Assembly passed an unconstitutional law giving itself an active role in implementation of development activities contrary to the Constitution and Section The Assembly is yet to accept that we should discuss its own budget especially items related to overseas travel, domestic travel and Daily Subsistence Allowance, sitting allowances and so on. Under Section 30(3)(f) of the County Governments Act the governor shall be accountable for the management and use of the county resources. Parliament has not passed the law stating how much money should go to the counties. We dont know how much we should budget for. However the Assembly wishes to table its budget report in the Assembly before a thorough discussion of the above. Critically the County Assembly budget has not been subjected to public participation.
