These solar and wind contracts cost hundreds of millions of dollars, all of it out of the VA budget, all in pursuit of the chimera that is global warming/climate change. The VA has a Green Management Program Office at HQ, packed with overpaid 30-hour-a-week SES and upper GS “workers” (try getting a phone call answered after noon on any Friday, for example), but there was no money to do a routine Up Periscope on an aging vet with a family history of colorectal cancer.
