They keep on avoiding Harley Quinn in live action media for one reason. The voice. Unlike every other Batman character, she was the one created with a voice, and an extremely distinct one at that. Look at this clip from Arrow https://youtube/watch?v=ZebyMLF86OM They cant show her face for rights issues, but the voice is completely separate from the actress being shot. They used the voice actress from the video game (something similar was done with Mark Hamill on Birds of Prey). My guess is that there really arent that many people out there that can pull off the look and the voice. Could they do the character without the voice? Yes (and its been tried) but nobody wants to see (hear?) that.
