This articles is from Times of India: Under-12 kids can’t be part of Dahi Handi: Child rights panel Vinamrata Borwankar,TNN MUMBAI: The Maharashtra State Commission for Protection of Child Rights (MSCPCR) has directed the government to ban the participation of children below 12 years of age in the human pyramids as part of Dahi Handi celebrations. In a recent order, the commission observed that law enforcing authorities must ensure that this directive is not violated and frame detailed guidelines on safety measures to be adopted for the 12-18 age-group. The commissions recommendations were based on the reports submitted by the police and the collectors of Mumbai city, suburban and Thane. We have sent the order to the police and the collectors. They will ensure its implementation, said commissions secretary A N Tripathi. The commission had received several complaints requesting it to take cognizance of the matter, which exposed children to the serious injuries. News reports show that nearly hundreds of minors are injured every year in Mumbai city during the time of Dahi Handi celebrations. The organizers dont provide any safety measures and even if they do, it is very casual, the commission said. The commission observed that people who engage children for these events and parents/guardians who allow children below 12 years to participate in these programmes are criminally liable as principal offenders under sections of the IPC and the Juvenile Justice Act. Strict onus should be placed on law enforcing agencies and organizers of Dahi Handi programme to follow the regulations, said the order.
