Major review of public expenditure systems, in 2011-2012, revealed huge and unsustainable foreign debt excessive budget deficits, huge contractual payment arrears, poor construction performance, and corruption. This coupled with the governments concept of good governance and zero tolerance for corrupt practices and pressure from international donors forced the government to public procurement which led to the passing of the public procurement act in 2008. This thesis outlined the events leading to reviews and features of the legal, institutional and regulatory framework of the public procurement reform in Liberia and analyze its potential effect on entities in Montserrado county. A sample of9 300) STAKEHOLDERS INCLUDING SOME SELECTED Health and educational institutions in Liberia were used. The Main tools used for data collection were questionnaires and interviews. The study revealed that the public procurement Act, some what, harmonizing the process of procurement in the public entities to secure fiscal transparency, efficiency, and increase competition among the local industry. However, the challenge of creating procurement structures and recreating appropriate personnel to manage procurement process limits the scope for efficiency and value for money. Amending the act to address the challenges and effective monitoring and evaluation of procurement activities in the as well as applying political interference in procurement processes will improve the level of compliance with the reform.
