This is how the Hungarian government objectively selects winners - TopicsExpress

This is how the Hungarian government objectively selects winners of grant proposals. The European Union gives money to Hungary to teach foreign languages, at the rate of 12,000 Fts per hour. (1 USD=270 Ft at the moment). The government gives the money to one or two language schools who hire teachers at a rate of 2,000 Fts per hour. After waiting sometimes a year, under the threat of never seeing a penny, the teachers voluntarily agree to accept 1,500 Fts per hour. In the meanwhile the same language school (reorganized under a different name) wins the next government contract. Foreign sponsors should think twice before letting the Hungarian government distribute their money.
