This is nightmarish policy for kids with disabilities and those who teach them. Hey Arnie and Huffman, kids do go through an actual evaluation process to determine the presence of disabilities, often after intensive supports have been in place and students have not responded to the intervention. There is such a thing as students having a disability that impacts their learning, not EVERYTHING is due to lack of exposure/instruction. And FYI, testing is not an intervention. Wow. Just WOW.
