This is not a Natural Disaster anymore but its “Man Made” or more in the crude term its a “Government Made” Disaster--- Who says you to build constructions over the steep down slope of the mountain which has absolutely been deforested into a barren non-green hill, vulnerable to severe landslides even in non-rainy days? Who granted you to encroach the river channels through expanding the pace of dense settlements either over the banks of the rivers or somewhere in the dried channel itself? Why the State Government of Uttarakhand granted over 100s of proposed Master & smaller sized hydel power projects & why a wide area was deforested even after the Ministry of Environment , GoI didn’t grant the proposed project Dams buildings & said that the National Ganga River Water Basin Committee would inspect the project sites first...Still the reports of the committee are awaited who allows such large scale deforestation over the mountain range? Why the Government of the State of Uttarakhand allowed to build resorts over the steep down slope prone to high degree of landslide in the back stage of promoting Eco-tourism in the State? More than heavy infrastructure development, influence of the powerful people within the Organ of the Government has significantly been responsible for the loot of the rich natural resources of the State...Large scale over exploitation of natural resources for the personal vested interest of the powerful people within the system of Governance has so far pushed the entire ecosystem & its habitations into a vulnerable zone to “Government Made Disaster”...Friends, this is not a natural disaster anymore but its absolutely a “Man Made Disaster” or in strong term its a “Government Made Disaster”... Remember when Baba Sundar Lal Bahuguna, Gaura Devi, Chandi Prasad Bhatt & the villagers stood against the oppressive model of Tehri Dam constructions over the embankments of River Bhagirathi by hugging the tree to call on to cut them first rather than cutting down the tree & we won’t allow to cut down the forest till we have the life within us... This Chipko Movement kept the birth of Environment Activism in India...But the Government created an anti-people atmosphere against of such protestors that a handful of activists are infringing the process of development in the State(then Uttar-Pradesh)...The entire Movement was suppressed & Tehri Dam was built...There after a large number of big & small dams were built & a large mountain range were deforested...Still 100s of such Big & small sized proposed Hydel power projects are under way to access the Green Node... Friends,Development needs a proper plan structure & the social-economic as well as the environmental feasibility criteria must be fulfilled...The entire area is unstable as far the geological seismic level is concerned...Hardly the Forest Clearance Report has a transparent details outlet of the number of trees were cut down...Power Game influences the Environment Impact Assessment paper...The social engineering is done over the line of Environment versus Development... Friends this is not the right time to discuss such issues but this is absolutely a “Government Made Disaster”...The whole State has completely been devastated & the paralyzed National/State Disaster Management Authority has no infrastructure to send a rescue team to the landslide hit & flash flood hit areas... Why is such negligence at the core level of Post Disaster Mitigation & preparedness operation despite of the fact this region is prone to such disaster consequences... Who will take the responsibility of such mass killings of people? Why the State fails to assess that the impact of heavy deforestation over the mountain would lead to severe degree of landslide & over-flooding of the catchment areas in the rainy seasons? Why wasn’t adopted an Integrated strategy of Pre-Disaster Mitigation & preparedness plan to counter the damage of the habitat & ecosystem & consequently the loss of life & economy? Friends the whole State of Uttarakhand is under serious devastation...Uncountable number of civilians have so far lost their lives & thousands of people are still missing...We all need to come forward to act against the oppressive model of development... Friends its time to help the victims & affected people...
