This is nothing but the implementation of the changes already announced on December 17 by Obama, to normalize relations with Cuba and the subsequent rules to ease travel and trade restrictions. Contrary to popular belief (Im referring to the outraged GUSANERA having coffee at Versailles), Congress has NOT lifted the Cuban embargo - refer to Third-Country effects. However, some House Democrats introduced a bill to do so (The Free Trade with Cuba Act) and other Congressmen have joined. The US/Cuba normalization task goes beyond travel and trade as the possibility of litigation would be imminent and chaotic given the many crimes of Castros 1959 Revolution, from confiscated property to the inhumane atrocities of the regime to date, ETC. Please take the time to read the amendments to the Cuban Assets Control Regulations (CACR) and Export Administration Regulations (EAR) by the Department of the Treasury and the Department of Commerce.
