Restrain the power of the Central Government 2. Reign in the National Debt and Deficit Spending Proposed amendments to address this agenda: • Amendment: The 17th Amendment of the United States Constitution is hereby repealed. The Senate of the United States will consist of members duly elected by the legislatures of the several states, two per state, serving terms of six years, and divided into three classes as outlined in Article 1, and if Vacancies happen by Resignation, or otherwise, during the Recess of the Legislature of any State, the Executive thereof may make temporary Appointments until the next Meeting of the Legislature, which shall then fill such Vacancies. • Amendment: The House of Representatives shall continue as outlined in Article 1 with the following limitation: no representative shall serve more than three full or partial terms. Any representative currently having served in excess of two full terms as of the ratification of this amendment will not seek reelection. • Amendment: The Congress of the United States shall not meet for more than three months per year, which the Congress itself may determine whether they should be consecutive or cumulative. At all other times the members of Congress are to be in their districts with the people or states they represent. Electronic means may be utilized outside of those three months. • Amendment: The Congress of the United States shall pass no law which does not equally apply to members of Congress. • Amendment: No pension shall be paid to a member of the House of Representatives unless that member has served a minimum of 20 years in Congress. After 20 years, a pension shall be paid equal to 50% of the three highest paid years of service averaged, with a 2.5% increase per year up to 30 years for a maximum of 75%. This amendment shall expire after all representatives having served over three terms have passed away. • Amendment: No pension shall be paid to a member of the United States Senate except as allocated by the states for their Senators. • Amendment: The states may institute term limits, or not, upon their United States Senators at the discretion of their legislatures or state Constitutions. • Amendment: The 16th Amendment to the United States Constitution is hereby repealed. • Amendment: The people of the United States shall be taxed not to exceed 10% of their total income and all persons receiving an income from another entity (whether corporate or personal) shall be taxed equally without exemption. • Amendment: No debt shall be incurred by the Congress of the United States except during periods of duly declared warfare. During such periods, debt shall be limited to 3.5% of the GDP of the United States. • Amendment: During times of declared war Congress may institute a national sales tax not to exceed 3.5% in order to offset the accrual of debt. • Amendment: All regulatory departments of the Central Government which can regulate any facet of the public are hereby dissolved, to be final within one calendar year of the ratification of this amendment. • Amendment: No regulation or law shall be passed which limits the liberty of an individual to conduct his or her private business, or the use of his or her private property, unless it should violate the liberty of another individual to do the same or cause harm to a minor child. • Amendment: No regulation or Executive Order shall be enacted on the American People which has not been voted on by both houses and endorsed by the President. All laws, orders, and regulations currently in effect will be repealed within one calendar year of the ratification of this amendment or be rewritten and passed through Congress. • Amendment: Any law proposed in the House or the Senate shall include in its verbiage the specific article, section, and amendment which applies to the proposed law. The statement will be specific and will never include the Interstate Commerce Clause or the General Welfare Clause. • Amendment: The justices of the Supreme Court shall hold their tenure during periods of good behavior as outlined in Article III of the United States Constitution. Good behavior is defined to mean that which upholds the Constitution of the United States, as written, and must be able to state the article, clause, section, or amendment which justifies their words or actions. Failure to fulfill this obligation shall result in their impeachment and, if found guilty, removal from office. • Amendment: The President of the United States shall limit executive powers to those outlined in Article II of the Constitution of the United States. The President shall represent the United States of America to foreign powers with diplomacy or, in its failure, the applied use of force. The only cabinet positions which must be filled are Defense, State, and Treasury. Any additional cabinet positions will be considered temporary during the existing term of the president and will be approved with the advice and consent of the Senate. • Amendment: The War Powers Act of 1973 is hereby nullified. Any conflict outside the immediate threat of the homeland shall be declared by Congress during an emergency session, which may include electronic means. • Amendment: The Federal Reserve is hereby dissolved. Congress shall not abdicate its responsibility to regulate currency. • Amendment: The Second Amendment of the United States Constitution is hereby further refined to its original intent, that all citizens of the United States are entitled to the natural right of self-defense and may possess any tool with which to accomplish this end. Self-defense includes against agencies of the State which may unjustly seek to deprive of life, liberty or property without due process of this Constitution.
