This is the new version of American Ethics: if you never admit guilt - regardless of evidence and fines paid - you have a clean slate. This way everything from governmental murder and mayhem to corporate felonies, graft, and environmental disasters can - with a simple - Our paying of this fine with taxpayers/investors money in no way is an admission of guilt allows these criminal organizations to have a clean record, and so dupe the next round of citizens/investors/customers. How Orwellian that we have allowed Ethics to become defined not by truth and being responsible for ones actions, but by what one can get away with.
