This is very interesting. Under the ACA, if a state did not create an exchange, its citizens were not eligible for the tax subsidies for purchasing insurance (under the mandate), but neither were they required to comply with the individual mandate. Employers in those states were also exempt from the employer mandate. And you wonder why only 16 states created exchanges? This is what happens when you pass laws so you can find out whats in them...
