This morning in the Ripleys Believe It or Not section.... A contractor was thrilled when the contracting office notified him that hed won a sizeable award, but he later refused to sign the contract. The reason? Various clauses in the contract said the Secretary was empowered to take certain actions that could impact the agreement, and no way was this intrepid business savvy contractor going to sign something like that! The contracting officer must have winced at the selection committees choice as he explained that the Secretary mentioned in the agreement wasnt the one sitting behind the desk in the contracting office. It was the Secretary of Defense!
